I want to minimize, if not eliminate, condensation on the inside of my block foundation. What's the best way?

I want to minimize, if not eliminate, condensation on the inside of my block foundation. There is no actual water penetration but moisture on the blocks due to condensation. I have been told that insulating the block on the outside will help. Does this make sense? Is this better than insulating on the inside? I am more concerned with condensation than with any heat loss that might occur.

I have two recommendations.

Insulation on the exterior of the foundation is the best method. If you can install it on the exterior install a minimum of R-10. Also make sure...
