Should a fan be run all day in a bedroom only being used at night? Should cellar windows be opened in the summer when it's so humid?

We live on Cape Cod and it can be very hot and humid in the summer. The cellar (1938) is concrete blocks and gets very damp. We usually have a dehumidifier going but it is still damp and often moldy. There is a large attached crawl space (insulated) attached (14x20). Should the windows be left opened? Also, should a fan run in a room that isn't being used?

Lucinda, On many older homes, vapor barriers were not installed below the slab floors of basements (cellars) and under the dirt/sand floor of a crawl space. With out the vapor...
