Upton now says "he has heard complaints from consumers who compare the ban on incandescent light bulbs to other examples of "nanny state" governance, such as restrictions on fully-flushing toilets." But it really doesn't matter what they do with the legislation, because consumers are voting with their wallets and changing anyways.
