Can you recommend safe, non-toxic products for the drainage and encapsulation of a sand-filled crawlspace?

We have an 1800 sqft sand crawlspace in our 1890's, waterfront, Victorian house. We had a microbiologist measure for mold, and, as a result needed a mold remediation. Now that the remediation is finished, we have been told, by several professionals, to install an aqueduct system under the sand, along the perimeter of the crawlspace, along with a pump and fan vented to the outside, not allowing any air to enter into the interior space. Afterwards, we are to completely encapsulate the crawlspace with a vapor barrier, upon which will be installed a ducted dehumidifier( A Santa Fe Impact). This plan should allow the objective of maintaining a 50%, or less, humidity level, to be achieved, as well create an energy efficient and mold-free interior environment which will no longer threaten the longevity of the house structure. We need to have the vapor barrier, and glue mastic; aqueduct materials; pump; HVAC ductwork( which will also be installed after vapor barrier), and Air Handler
