Why is my passive hot water recirculation system not working?

Left for two weeks and turned off the water main to the house. Upon return, we turned the main back on. However, our instant availability of hot water in the pipes doesn't seem to be working. We turn the hot water faucet on all the way but it takes almost 5 minutes for the water to even get warm. Everything was working fine before we left.

A few quick thoughts - the breaker may have tripped or the pump went out. With that you should utilize an on-demand style system as you are wasting a ton...
