How to warm incoming very cold water

The incoming water to my home is down in the thirties during winter. The pipes run along lake shore. When we use the hot water for showers the cold overwhelms the hot water unless the hot is turned all the way up. (Single mixing type) Is there a way to warm the incoming water before its used? I have the AO Smith Energy Star gas water heater 50 gallons.
