Should I add reflective foil to the underside of the concrete roof on my ranch style home in Folsom, CA? It was constructed in 1996.

I am removing fiberglass bats and forced air HVAC in favor of R50 cellulose and ductless Mini split heat pumps. I have had a whold house inspection and the report said we had less than 10% leakage in the ducts and the house was to tight according to the blower test. To tight, I don't get it? Seven of us in the house, Me, Wife, son, daughter, boyfriend and two grand children. Smud, elec=$275 PGE, gas=$80 a month. utilities are out of hand. I wanted to start at the top and work down to get control of this but we have to work on it in pieces as it is a cash and carry item and we can only do this overr several years. thank you for your comments! It's been a while since I've visited Folsom, but if I remember correctly it can get pretty darn hot during summer, but it's mostly a heating climate.
