My home has radiant "ceiling" heat. I need another efficient and cost effective method. Any suggestions?

My condo was built in the 80's and apparently radiant ceiling heat was all the rage. (I don't know what they were thinking!) Unfortunately, it's very expensive and doesn't even begin to heat my 1500 square foot home. Space heaters work in the smaller rooms, but not in the living room/dining room, which has a 14' ceiling. I can't run a gas line in and can only rely on electricity. I'm on the second floor and have concrete floors. There's a small terrace and minimal attic space. Any ideas?
