We have previously used carpet, but we found out that we have a moisture problem.

Laminate will not be a good product for your floor, especially because you have moisture.

Unfortunately, the underlay will cause moisture vapor or bulk water to stay underneath the flooring, causing microbial growth to occur. I would suggest a good concrete stain to make the floor more appealing -- but understand that until the basement moisture problem is eliminated, it is the best you might hope for.
