Government grants to build a totally green house

Does anyone know is the government has grants available to convert a house to be totally green??

and if so how or where to apply?

I am going to look at a place next week in Arizona, It has solar power, gas heat, and is in a water haul area. I would like to convert it to solar heat, with a drilled well, with either a wind driven water pump or an electric pump powered by a wind driven generator. I would prefer the wind generator as it would serve more than one purpose. I would also like to get an electric car (not a hybrid) and have the wind generator charge the car.
