A hydronic fan convector is a small heating unit that mounts in or on a wall and blows warm air into a room. Some are electric but the hydronic variety uses hot water as a source of heat, presumably from the same central heating system that would supply hot water to a conventional radiator. They are similar to the units that are often mounted under the front window of a motel room.
I am looking for a similar device that is designed to be hidden away and be hooked to air ducts that can supply warm air to more than one room. Another way to describe this is the top half of a residential furnace. It would have the blower and duct connections but instead of a gas or oil burner in the bottom it would just have a heating coil and water pipe connections.
Does such a thing exist and if so what is it called and where can i find one?

You are looking for an airhandler. There are a variety of different types and sizes.

The units you describe in hotels are usually what you'd call ductless hvac.
Otherwise try searching for Split Systems and you might find components that get closer to what you describe.
In general though you're either going to need a furnace (gas or oil fueled) or a Heat Pump/AC unit that will transfer and/or release heat in sufficient quantities. You can't use electricty alone to heat water fast enough to create any substantial amount of distributed heating.
