What you are thinking of is called Cor-ten® steel. It is designed to form a coating of rust that protects the underlying metal from further rust. I found this page (but its not too usefull because they removed all the suppliers' names) http://www.finishing.com/255/32.shtml that has a discussion of it, including a link to this US Steel page. http://www.ussconstruction.com/metal/metal/corten.shtml that explains why they recommend that it not be used in architectural applications. They offer a Galvalume product that looks like it. A google search for "corten siding" should find lots of listings. Try cor-ten with and without a hyphen.

I used CorTen sheet on my house, worked out great and looks awesome (in my opinion at least, my neighbors may feel differently). Only downside is you have to be careful about how you detail the connections to other materials and how it is arranged to avoid staining lighter materials. It is allot more expensive than regular steel, 800lbs of flat 18g sheet cost me $1200, so it is not cheap.

Look at a Chipoltle restaurant if they have them in your area.   One near my house has Cor-ten steel and bare galvalume.  The Cor-ten is cool-looking, although it rusts and forms streaky lines that stains the adjacent materials - not cool IMO.  If you were using it alone, I think it would be awesome, but not adjacent to anything else that will eventually have gigantic rust stains all over it.

Although, that picture looks like copper

that has weathered for a little while...

At 17th St. and Kalorama Rd. NW, Washington DC. I recognize that building. Although Cor-Ten steel is very cool looking too (and there are some examples in the same general neighborhood -- see Otis St. project at furnitureandobjects.com) this building is copper, as poster eikoh points out. The copper went up in the spring of 2004, I believe, so it's had a chance to weather for a while. (It was blingingly shiny when first installed.)
