yes it is possible except for the papaerwork. The only people who can do it are from out of town. But Philadelphia just passed a law that basically limits HVAC work to people grandfathered in the city. No wonder things cost so much.

Is this new law specific to Geothermal? Do you have a link to any info about this - newspaper?

Traditionally any contractor in Philadelphia would have to be licensed in Philadelphia - that is nothing new. Is this something unreasonably restrictive to limit competition, or exorbitant license fees?
