To meet its carbon neutral goal by 2050, the French government plans to phase out all oil and gas production in the country and its overseas territories by 2040. Later today, President Emmanuel Macron will introduce the proposed legislation to the French Cabinet with the hope of passing the measure by the end of 2017.
