President Obama proclaims state of emergency due to Hurricane Matthew

As Hurricane Matthew threatens Florida, President Obama announced a state of emergency. His declaration includes federal aid, and authorizes the Federal Emergency Management Agency (FEMA) and the Department of Homeland Security "to coordinate all disaster relief efforts." Meanwhile, Hurricane Matthew hurtles towards Florida in what scientists say is an "extremely dangerous" hurricane.
