The Grist headline sounds like at least two members of Congress are starting to treat climate change like the emergency that it is: "Two senators want the U.S. to start selling war bonds — to fight climate change." But a closer look reveals that Sens. Barbara Boxer (D-Calif.) and Dick Durbin (D-Ill.) are actually admitting defeat rather than putting forth a plan to actually win the war.
